<p>LONDON/SEOUL (Reuters) -For years, Rahim Suleman had reached out repeatedly to automakers and other potential clients to market the rare earth magnets from the plant his company was building in Estonia, one of just a handful outside dominant producer China.</p>

<p>But after April 4, when Beijing imposed new restrictions on the super-strong magnets used in electric vehicles and wind turbines, Suleman retired his sales pitch. He didn't need it any more.</p>

<p>Ever since China's export controls tightened some rare earth exports to a trickle in the midst of a trade war with the U.S., causing chaos in supply chains and some auto plant shutdowns, "the phone is ringing off the hook", said Suleman.</p>

<p>Companies starting new plants in Europe, the U.S. and Asia had previously reported difficult talks on deals that embedded the higher costs to make magnets outside China, which benefits from cheaper labour costs and economies of scale as well as government support via tax refunds.</p>

<p>But the crisis has led many customers to soften or drop objections about paying those premiums as they scramble to hammer out deals, according to a dozen industry participants including automakers, magnet makers, rare earth producers, consultants and government officials interviewed by Reuters.</p>

<p>While rare earths magnets from China are beginning to flow again, customers remain on edge about the threat of future shortages.</p>

<p>Suleman's company, Neo Performance Materials, launched output of permanent magnets at its Estonia plant in May. Now, he said, "everybody wants to talk about how (they can) satisfy their demand out of our facility".</p>

<p>He said he has no worries about lining up enough customers who will pay a premium - $10 to $30 per kg, with EVs typically holding 2-4 kg of magnets per vehicle - over the price they usually pay for Chinese magnets.</p>

<p>Output at Neo's factory in Estonia is starting small, providing samples to its first customer, which Suleman declined to identify. German auto parts supplier Schaeffler told Reuters it is a customer of the plant, but declined to comment on how much it is paying.</p>

<p>In Korea, customers of NovaTech, which produces magnets in China, are prepared to pay 15% to 20% more for magnets made in Vietnam, a company source told Reuters, adding there was "a growing sense of crisis among customers".</p>

<p>The company, which sells China-made magnets used in Samsung's phones and tablets, is investing at least 10 billion won ($7.39 million) in a plant in Vietnam launching early next year to make magnets using locally processed rare earths from a partner, the person and another company official told Reuters.</p>

<p>Britain's Less Common Metals, one of the few firms outside China involved in a key step of rare earths processing - making rare earth metals and alloys - says it is battling to cope with new enquiries.</p>

<p>"Now, post-April 4, it's like someone stuck a cattle prod into the whole industry," said Grant Smith, its majority owner and chairman.</p>

<p>He said LCM has held discussions with numerous companies that use magnets as they seek alternative supply sources, though he declined to name them. The firm now has plans to expand into France and other countries.</p>

<p>Despite the new willingness to pay a premium, it will take many years or even decades to build up production outside of China, which accounts for 90% of global permanent magnet supply, industry participants said.</p>

<p>And the question of how much more should be paid for rare earths and magnets outside of China is a tricky one.</p>

<p>Too high a premium for mined rare earths could see consumers cutting down their use, while premiums that are too low would not be enough to allow for construction of ex-China projects, analysts and consultants say.</p>

<p>Automakers are willing to pay more to guarantee ex-China supplies, but they are also in the midst of an EV price war that has left them with razor-thin margins, and will still be queasy at what they regard as excessive premiums, according to industry participants.</p>

<p>One executive at a rare earths company said their firm has held discussions with automakers that are prepared to pay $80 per kg for neodymium-praseodymium oxide (NdPr), a rare earth needed for magnets used in motors and generators - a figure Reuters has not independently verified.</p>

<p>That is already a significant - near 30% - premium over the Chinese price of $62 based on data from price reporting agency Fastmarkets.</p>

<p>"The purchasing departments have it in their DNA to save each cent or fraction of a cent, but things are changing," said the executive, who declined to be identified because he is not authorised to speak to the media.</p>

<p>"They're realising they're losing more by having to close a plant for a month than paying a premium to guarantee supplies."</p>

<p>Critical minerals consultancy Project Blue says that for NdPr, a price of $75 to $105 per kg is needed to support enough production to meet demand.</p>

<p>Australia's Barrenjoey goes further, saying NdPr prices need to be $120 to $180 per kg to fund a substantial wave of production that would encompass around 20 global mining projects.</p>

<p>One executive at a European automaker said his industry could not afford to pay excessive premiums. His company has agreed deals for other critical minerals at a 5% to 10% premium, based on certification they are produced sustainably, he said.</p>

<p>His company sold cars globally, he said, and could not make a profit if it had to pay a high premium for all the raw materials produced outside of China.</p>

<p>Some automakers, such as BMW, have developed EVs that do not use rare earths, while others have reduced the amount of rare earths in their vehicles. However, getting rid of rare earths is not feasible in the medium term, analysts say.</p>

<p>Neo's Suleman said everyone in the industry had to work together to create a supply of rare earths outside China.</p>

<p>"I don't think that we're looking at this and saying the floodgates are open, let's just charge whatever we want, we need to be responsible," he said.</p>

<p>"Customers understand there is a premium that is required, but if that premium gets too big, we're looking at demand destruction."</p>

<p>This summer in Paris, a sunset cigarette under the Eiffel Tower could come with an unexpected price tag.</p>

<p>Starting July 1, France has banned smoking in all outdoor areas frequented by children — including parks, beaches, public gardens, bus stops, school entrances, and sports venues. The sweeping measure is part of President Emmanuel Macron's pledge to create "the first tobacco-free generation" by 2032.</p>

<p>Lighting up in these zones could cost smokers more than a dirty look from a passerby. Those who break the rules — including unsuspecting tourists — face a fine of 90 euros if they pay within 15 days, going up to 135 euros (around $150) after that.</p>

<p>"France is positioning itself as one of Europe's most proactive countries in terms of tobacco control," Raquel Venâncio, senior policy officer at Smoke Free Partnership, a coalition of European tobacco control advocacy groups, told CNN.</p>

<p>While countries like Spain and Italy have introduced restrictions on smoking in certain areas at local or regional levels, France stands out as the only European country to enforce a nationwide ban against beach smoking.</p>

<p>But not all citizens support the new measure.</p>

<p>"The more time goes by, the more the government wants to take away our basic freedoms," Elise Levaux, a 25-year-old student in Paris, told CNN. "If you're being respectful — not throwing away cigarette butts in a park or beach, not disturbing others — I don't see the problem. Why should smoking suddenly be treated like a crime?"</p>

<p>The restrictions are undoubtedly a major shift in a country long synonymous with cigarette culture. From Brigitte Bardot to Charles de Gaulle, French icons were rarely seen without a Gauloises — the archetypal French brand — in hand. "France's intellectual circles and cinematic culture have normalized cigarettes for generations," Venâncio observed. "For decades, there was no political will to ban smoking."</p>

<p>But the national relationship with tobacco is changing.</p>

<p>Smoking in France is at its lowest level since the 1990s, the National Committee against Tobacco (CNCT) reports. Today, around a third of adults in France smoke, with 23% of the adult population saying they smoke daily, according to a 2024 report from the French national public health agency. Tobacco use is declining among young people, with only 16% of 17-year-olds reporting they smoke daily in 2022, the most recent data available — down from 25% six years prior.</p>

<p>Still, France remains one of Europe's most tobacco-dependent countries, fueled in part by what officials have called an "explosion" in cigarette smuggling, largely from Bulgaria, Turkey, and Algeria. In 2024 alone, France consumed an estimated 18.7 billion illicit cigarettes, according to a KPMG study carried out for tobacco giant Philip Morris — accounting for a staggering 38% of tobacco use and making it the largest illicit tobacco market in Europe.</p>

<p>Most regular smokers begin in their teenage years, with nearly 90% of them picking up the habit before turning 18, according to the Ministry of Health.</p>

<p>"I've been smoking since I was 14," said Jane, 25, who declined to give her last name. "Most of my friends started just as young. Fine or no fine, we're going to continue smoking. It's part of the French identity — we fight for what we want. We're not robots."</p>

<p>In a statement shared with CNN, Minister of Health Catherine Vautrin said that "protecting youth and denormalizing smoking" is an "absolute priority" for the government. "At 17, you should be building your future, not your addiction," she said. "Where there are children, tobacco must disappear."</p>

<p>Unlike Belgium and the United Kingdom, which recently prohibited the sale of disposable vapes, France's new rules do not ban e-cigarettes — at least for now. The new regulations do, however, include a reduction in authorized nicotine levels in vaping products, as well as strict limits on flavors like cotton candy, which critics say are designed to appeal to young people.</p>

<p>"These products serve as gateways to addiction and will be regulated, starting in 2026," Vautrin said.</p>

<p>Tobacco use remains the leading preventable health risk in the European Union, causing nearly 700,000 premature deaths each year, according to EU figures. In France alone, it accounts for 75,000 deaths each year — equivalent to 200 deaths per day, according to the country's health ministry.</p>

<p>Beyond the direct toll on smokers and those around them, tobacco products also pose an environmental hazard. An estimated 20,000 to 25,000 tons of cigarette butts are discarded across France each year, according to the Ministry of Health.</p>

<p>France banned the sale of cigarettes to minors under 18 in 2009. But enforcement has been lax: a study by the National Committee against Tobacco (CNCT) found that nearly two-thirds of tobacco shops continue to sell cigarettes to underage customers. And while minors are prohibited from buying tobacco, no law prevents them from smoking — a legal loophole that the government has promised to address in future legislation.</p>

<p>In contrast to Sweden — the only European country to have fully banned smoking on restaurant and bar terraces — France continues to permit smoking in these spaces. Even the UK, which has some of Europe's strictest anti-smoking policies, allows smoking in pub gardens.</p>

<p>"We've been trying to push for a ban on terrace smoking for almost a decade, but it's very challenging," Amélie Eschenbrenner, spokeswoman for the French National Committee for Tobacco Control (CNCT), told CNN. "Having a cigarette with a glass of wine — it's an integral part of French culture."</p>

<p>But tradition isn't the only barrier. According to Eschenbrenner, the main obstacle to banning terrace smoking is lobbying by the tobacco industry.</p>

<p>France has almost 23,000 licensed tabacs — tobacco shops that occupy the corners of many urban streets. A CNCT study found that tobacconists enjoy a level of popular support comparable to that of public health agencies. "They use their popularity to sway decision-makers, especially parliamentarians," Eschenbrenner explained. "That's why enforcing a widespread ban is so difficult."</p>

<p>CNN approached a dozen tobacconists in Paris seeking their view on the new law, but none wanted to speak.</p>

<p>Still, change may be on the horizon. "In 2007, when France enforced a ban on smoking inside restaurants, bars and nightclubs, there was a lot of push-back," Eschenbrenner recalled. "But over time, people got used to it and accepted it. The same is likely to happen with these new regulations — and, hopefully, with a future ban on terrace smoking."</p>

<p>As part of its strategy to reduce cancer rates, the European Commission aims to reduce tobacco use to less than 5% of the EU population by 2040. In the same vein, France's government has indicated that the latest restrictions may be the first step in a wider crackdown on tobacco.</p>

<p>"Tobacco is poison," said Vautrin. "It kills, it costs, it pollutes. I refuse to give up the fight. Every day without tobacco is a life gained. Our goal is clear: a tobacco-free generation — and we have the means to achieve it."</p>

<p>The average monthly benefit for a 70-year-old was $2,148 as of December 2024. Men received slightly more, receiving $2,389, and women less at $1,909.</p>

<p>However, those numbers are only the average. For retirees in the 90th percentile, the amount increases to $3,105 across both genders, according to the SSA. Upper-class retirees can logically assume to receive relatively that amount, depending on lifetime earnings and when they began receiving payouts. For retirees wanting to know the maximum, someone 70 and over can receive, it's $5,108 in 2025.</p>

<p>How Social Security Figures Monthly Benefit Amounts</p>

<p>The SSA uses two factors when determining the monthly benefits you can receive: Your lifetime earnings and the age at which you claim benefits. Lifetime earnings are important as the SSA takes up to 35 years of your work history. The more you earn, the higher your amount goes.</p>

<p>Delaying payouts to the full retirement age (FRA) is also helpful. The current FRA is 67 years of age. Americans can claim benefits early, as young as 62, but it's costly. Putting off benefits adds 8% annually to benefits between reaching FRA and turning 70, according to the SSA.</p>

<p>Social Security Is Just One Piece of Retirement Planning</p>

<p>Although a lot of retired Americans bank on Social Security, it's not the only available resource. Upper-class individuals may have investments and other savings that can supplement Social Security payouts.</p>

<p>That complete picture can aid Americans in achieving a more educated decision with their retirement funds.</p>

<p>Upper class retirees who are 70 can forecast receiving roughly $3,100 in monthly payouts at the end of 2024. Cost-of-living adjustments can grow that number annually.</p>

<p>Sonic is sealing the dill on a new limited edition pickle-inspired menu for National Pickle Month.</p>

<p>The fast food chain is partnering with Grillo's Pickles for a special lineup of pickle-flavored items, including a new burger, slush and tater tots. Customers can also order a combination of all the items as part of the "Big Dill Meal."</p>

<p>The launch coincides with National Pickle Month, which is observed in July.</p>

<p>Each of the pickle flavored items "delivers the unmistakable crisp, clean and garden-fresh flavor of Grillo's," Sonic said in a release.</p>

<p>"Every item in the Big Dill Meal is curated to deliver a one-of-a-kind experience and showcase what we do best: bold, unexpected and unapologetically pickle-forward flavor," Barb Williams, vice president of marketing and strategy at Sonic, said in the release.</p>

<p>Here's how to get Sonic's new pickle menu.</p>

<p>Sonic is launching a new limited edition pickle menu.</p>

<p>The Sonic limited edition pickle menu will include a burger, slush and tater tots or french fries. Here's what they include, according to the chain:</p>

<p>Sonic to offer pickle merch, free air fresheners</p>

<p>Customers who order the full Big Dill Meal will receive a complimentary pickle-scented car air freshener of the Grillo's mascot, "Sam-Sam the Pickle Man," Sonic said.</p>

<p>The air fresheners are available while supplies last, and up to 250 are distributed per participating location.</p>

<p>Sonic also has announced that it is dropping pickle-inspired merch including hats, tees, and a nugget ice maker at LiveFreeShopSonic.com.</p>

<p>Bryan Kohberger has accepted a plea deal that will spare him the death penalty in the slayings of four University of Idaho students in November 2022, according to a letter sent to the victims' families by prosecutors.</p>

<p>Kohberger is charged with four counts of murder in the stabbings of Ethan Chapin, Xana Kernodle, Madison Mogen and Kaylee Goncalves, who were killed at a home in Moscow, Idaho, during the early morning hours of Nov. 13, 2022.</p>

<p>In the letter, portions of which were shown to CBS News by Mogen's father, Ben Mogen, the Latah County (Idaho) Prosecutor's Office says attorneys for Kohberger requested a plea deal and Kohberger accepted it.</p>

<p>The letter says Kohberger agreed to plead guilty to all the counts against him and that he would be sentenced to "four consecutive (back to back) life sentences on the four Murder counts" and would waive all rights to appeal.</p>

<p>The letter also says that if Kohberger "enters guilty pleas as expected" at an upcoming hearing, "we anticipate that this case will be set for sentencing in late July. If Defendant does not enter guilty pleas as expected, we are prepared to proceed to trial as planned."</p>

<p>The date of the plea hearing was uncertain Tuesday morning.</p>

<p>Kohberger had been fighting the charges. His trial was expected to begin in August, following several delays.</p>

<p>An attorney for the family of one of the other victims, Goncalves, confirmed to CBS News that they received a proposed plea deal for Kohberger.</p>

<p>The murders terrorized the community, and for weeks, the hunt for a suspect was shrouded in mystery. Kohberger was arrested six weeks later at his parents' home in Pennsylvania. According to a police affidavit, DNA evidence linked him to a knife sheath found at the crime scene.</p>

<p>At the time of his arrest, Kohberger was a Ph.D. criminology student and teaching assistant at Washington State University's Pullman campus, which is about a 15-minute drive from Moscow, Idaho.</p>

<p>After news broke of the plea deal, a post on the Goncalves family's Facebook page said, "We are beyond furious at the State of Idaho. They have failed us. Please give us some time. This was very unexpected. We appreciate all your love and support."</p>

<p>In a separate post, the family said they attended a meeting with prosecutors. Aubrie Goncalves, the youngest member of the family, was not able to attend the meeting and said in a written statement, "The introduction of this plea deal, just weeks before the scheduled trial, is both shocking and cruel." She continued, "Bryan Kohberger facing a life in prison means he would still get to speak, form relationships, and engage with the world. Meanwhile, our loved ones have been silenced forever."</p>

<p>In a formal statement, the Goncalvez family said, "The Latah County Prosecutor's Office's treatment of our family during this process is something I wouldn't wish on anyone."</p>

<p>The family added that "it was no shock how the Latah County Prosecutor's Office mishandled the plea deal. They vaguely mentioned a possible plea on Friday, without seeking our input, and presented the plea on Sunday. Latah County should be ashamed of its Prosecutor's Office."</p>

<p>The trial was originally going to be held in Latah County, where the murders occurred, but Latah County District Judge John Judge later ordered the trial be moved over concerns the media coverage and statements from local officials would make it impossible for Kohberger to receive a fair trial. The Idaho Supreme Court moved the proceedings to Boise.</p>

<p>Kohberger's defense team had previously tried to remove the death penalty as a possible sentence if he was convicted, but Ada County Judge Steven Hippler denied their motions back in November 2024.</p>

<p>Among the evidence prosecutors were planning to present was Kohberger's Amazon purchase history showing he bought a Ka-Bar knife with sheath and sharpener, which they claimed matched the sheath found at the crime scene. Prosecutors also claimed "touch DNA" matching DNA taken from Kohberger was found on the sheath. The defense tried to exclude the touch DNA evidence, but Hippler denied that request.</p>

<p>Prosecutors were also planning to present surveillance video of Kohberger's car and cellphone data that they said tied him to the vicinity of the killings.</p>
